The snow on Monday was the city's first test for winter preparations. Companies responsible for improved services say that the snow has been cleared, but residents report otherwise. Traffic police say that congestion in the city center on Monday was at its highest levels in recent weeks.
In normal traffic, commutes from the east side of the city to the city center usually take 30 minutes. But since Monday's snowfall, drivers say it can take an hour and a half to get travel the same route. Road conditions are often the first sign of if the city's winter readiness.
Salt is only sprayed on the roads of the city's central districts despite the same winter conditions experienced on roads throughout the city.
The streets of Songino Khairkhan districts remain full of ice that causes dangerous driving conditions.
According to calls received by the Traffic Police Department, most of the reported accidents were due to summer tires on vehicles.
