Draft Law on Childcare Service Submitted

Today /2014.10.31/ Human Development and Social Policy Advisor to the President R.Bold submitted the draft Law on Childcare service to the Speaker of the Great Khural Z.Enkhbold. In 2013, a total of 247104 children aged between 2-5 years were registered in Mongolia. Study shows that nearly 30 percent of them are unable to attend kindergarten. Due to the current social and economic circumstances, many children aged between 2-5 years failed to enroll in pre-school education.

In order to address this issue facing Mongolian society, jointly with the government and the private sector, President of Mongolia initiated a Law on Childcare service.

After submitting the draft law, President’s Advisor R.Bold noted: “Nearly 30 percent of the Mongolian children cannot go to the kindergarten. In other words, three in ten children have literally been locked up at home, in a risky place. During the absence of the care takers, cases of child injury and death are occurring at a certain extent. According to the situation, President of Mongolia initiated and submitted to the Parliament the draft Law on Childcare service”.

According to the draft law, new Childcare service centers will be established and its teachers must be healthy, aged between 18-60 years and must have completed secondary education. In Childcare service centers, the number of children in a class cannot exceed 20. The law enables a total of 52900 children to attend the Childcare service centers.
